When deleting a character(along with its ID), you cannot recreate the same ID on a new character(on the same server).
Even though you have deleted the character(along with its ID), the game will still state the ID is being used.



IE:

On server 2, you create a Slayer named Adam. You realize that Slayers are pathetic, and decide Adam should be a Vampire. You delete your Slayer(along with the ID Adam). Unfortunately when you try to recreate Adam as a Vampire(on server 2), you are not allowed. As far as server 2 goes, the ID Adam, is permanently unavailable.

its only a time delay thing

as i know for a fact that shockz deleted his char and made a new one with the same name.

no i was on server 1 with falen when i first started playing and i decided to delete my character because i done something wrong with it -.- anyway i couldnt remake this chara and still cant

nah, i had to make Shocks, still cant make Shockz lol.

It's probably some gay thing where you need to wait a day for it.
