Mine highest is only at 45 fps throughout, which is okay to me. But.. in big cities, for example Ogrimmar or undercity, I got smacked down to lowest 4-10 fps.
Which affects the fps rating? Ram/Video card/processor?
And, how do I tweak to have better fps?

Highest ive had is around 250FPS, but i put everything as high as possible now i get around 60fps in cities and around 80~90 everywhere else:(

Video card, RAM and Outlands mostly, lol. I actually had to turn down a couple settings to walk Shattrath smoothly.

Pft, raise your hand if you ever had to deal with Razorgore or Onyxia. Now that, in a 40 man raid, will kill your FPS in seconds.
Also makes me remember the old days when Ironforge was the only AH and logging in on peak hour while in IF meant crying because there was no hope. Being on one of the eight original servers before they even offered server to server transfers was also a good time.
Those were the good 'ol days.
My highest was like, 150 or so. But at the same time, the human eye doesn't register over 60 or something along those lines. My FPS typically never goes below that, but it is also a good thing that WoW is hardly a graphic intesive game.
not sure of my fps. but my ping was ALWAYS 400-700. i played for a few months with a constant ping of 1900. it was horrible. imagine playing a main healer in instances, where you have to predict who is going to get hit, and then hit the heal button before they even got hit. that's what it was like.
Orgrimmar in full swing was always a massive lagfest.
Shattrath though, i never had problems with ever.
though i've done quite a few MC / Ony / ZG runs, and they were generally lag free. (i never got into BWL / AQ40 / Naxx)

What settings did you turn down? My video settings are all set to the lowest, 800x600 res. :(

Anti-Aliasing. Resolution is 1280 x 1024, as usual.

Ever have a fear bomb drop, popping nearly all the whelps with the full raid group up, massive hell breaking loose. All of the sudden everywhere you look there is fire or ice or something raining from the sky, explosions happening everywhere, everyone doing something that is flashy. Good times...good times.
