You don't.
You can however exit unecessary programs, that will help a bit.

then how come my comp started with 512 MB of ram and now its 256 MB of ram?
The RAM thief stole your RAM. He's from the planet RAMulon, and he aims to conquer the universe by stealing all the RAM and building some sort of RAM bomb.
If you want to stop the RAM thief from killing you and everyone you love, donating to LN is a good start.

There is no program to up your ram its a physical hardware piece. You have to go to the store and buy more.

I'm going to try to help you with your RAM problem because there are different ways to perceive what you are trying to say. From this quote, it would seem you are trying to say that you once had 512MB of RAM reported in Windows before, but now it's saying you only have 256MB of RAM, correct? I'm also assuming that since your RAM "decreased" in Windows, you assumed there must be a way to increase your RAM without actually buying more physical RAM?
From this, I'm guessing you have two DIMMs (Dual Inline Memory Modules) on your motherboard and one of the DIMMs failed. So perhaps your BIOS only sees 1 DIMM (256MB in your case) and not the other. Why this happened? Who knows.
In any case, I recommend you talk to a friend or computer technician to check out your computer. If you have more DIMM slots, you can buy additional RAM for your motherboard. RAM is cheap right now so I recommend getting at least 1GB for Windows XP Professional, or 2GB for Windows Vista which I doubt you have.
Get your computer checked out by someone. There could be a number of reasons why your computer fails to see all of your physical RAM. And buying more RAM is cheap, but you need to buy the correct type.

Try TuneUp Utilities 2007. It's really good and have lots of functions that help free up space and some sort of ram optimizer.
But I do suggest to upgrade to 1GB ram at least which I'm going to. I feel your pain to walk into cities, lol.

Out of curiosity where are you looking at your ram totals? Also do you have a video card or are you using onboard?
