thats cause its 25/25 the reserve slot is taken. If it was 24/25 you could join and someone without a reserve slot couldn't, but at 25/25 noone can join.

Oh, I thought it auto-kicked anyone without a reserved slot.

it does, if there are 24/25 , anyone without a reserved slot will be autokicked.
It happens to me everyday when i want to get on.
